- Granted amnesty to most Southerners who took loyalty oaths to the Union
- States needed to draw up new state constitutions that prohibited slavery (13th amendment) and future secession
status of former slaves
- Johnson disliked the aristocratic white plantation class, but did not desire to elevate African Americans. He supported states’ rights.
- White, pre-war leaders regained power in the southern states
- Black Codes (segregationist employment contracts and legal status restrictions) blocked the expansion of civil rights for African Americans and angered northerners
- Forced many freed African Americans to become sharecroppers
- Did nothing to solve race relation problems
- Johnson did nothing to prevent Black Codes
